The Montenegrin defender had a chastening time during his season-long stay with City and grabbed the chance to join Fiorentina last summer.
Jovetic has been on the radar of many clubs, including Arsenal, however they may lose the battle to sign him as his £25m price tag might be too steep.
However, City have deep pockets and so could be in a strong position to sign him if they don't land top transfer target Edinson Cavani.
Savic put a good word in for his countryman, saying: "Jovetic can play for one of the top clubs. I hope he does because he is one of my closest friends.
"It is different for Stevan. He has five years experience, he could play straight away with Sergio Aguero or Carlos Tevez."
